Explosives Substances

According to the legislation, the explosive substances are classified into three major categories:

  • Explosive substances or otherwise the explosives, mainly used for rocks blasting but also used for the production of the other two categories of explosive substances.
  • Ammunition which includes supplies of shots for firearms and air guns.
  • Pyrotechnic articles which are used for rescue, various technical purposes but mainly for entertainment (fireworks).

The trade and use of explosive substances into the Republic, the trade with third countries and the trade of pyrotechnic articles, are regulated by the Explosive Substances Law and Regulations. The same legislation also regulates the trade and use of raw material for the manufacturing of explosive substances.

The placing of explosives on the market is regulated by the provisions of the European Directive 2014/28/EE (CIVEX) which was transposed into the legislation of the Republic of Cyprus with the Law on the Basic Requirements that Certain Categories of Products must meet and the Law on the Basic Requirements (Explosives for Commercial Use) Regulations. Based on this legislation, explosives must meet certain minimum specifications, must have been tested for this purpose by a special organization and obtain the CE conformity marking, which certifies the aforementioned. The same applies to certain types of fireworks which fall within the scope of the European Directive 2013/29/EU which was transposed into the legislation of the Republic with the Law on the Basic Requirements that Specified Categories of Products must meet and the Law on the Basic Requirements (Fireworks) Regulations. Ammunition coming from third countries and Member States should be marked as having been tested in accordance with the provisions of the Convention of 1 July 1969 on the mutual recognition of the Reciprocal Recognition of Proof marks on Small Arms (CIP). The Basic Requirements (Commercial Explosives) Regulations also regulate the trading process of explosives and ammunition between Cyprus and member states.
