ETS Directive
In January 2005, the EU's greenhouse gas emissions trading scheme was launched. The scheme is based on Directive 2003/87/EC establishing a scheme for greenhouse gas emission allowance trading within the Community and amending Council Directive 96/61/EC, which entered into force on 25 October 2003. Since 2003, the Directive has been amended four times, last amended in 2009:
(b) Directive 2008/101/EC of the European Parliament and of the Council of 19 November 2008 amending Directive 2003/87/EC so as to include aviation activities in the scheme for greenhouse gas emission allowance trading within the Community.
(c) Directive 2009/29/EC of the European Parliament and of the Council of 23 April 2009 amending Directive 2003/87/EC so as to improve and extend the greenhouse gas emission allowance trading scheme of the Community.

EU Decisions regarding the implementation of the EU ETS Directive
- 2010/2/: Commission Decision of 24 December 2009 determining, pursuant to Directive 2003/87/EC of the European Parliament and of the Council, a list of sectors and subsectors which are deemed to be exposed to a significant risk of carbon leakage (notified under document C(2009) 10251).
- 2006/803/EC: Commission Decision of 23 November 2006 amending Decision 2005/381/EC establishing a questionnaire for reporting on the application of Directive 2003/87/EC of the European Parliament and of the Council establishing a scheme for greenhouse gas emission allowance trading within the Community and amending Council Directive 96/61/EC (notified under document number C(2006) 5546).
- 2006/780/EC: Commission Decision of 13 November 2006 on avoiding double counting of greenhouse gas emission reductions under the Community emissions trading scheme for project activities under the Kyoto Protocol pursuant to Directive 2003/87/EC of the European Parliament and of the Council (notified under document number C(2006) 5362).

NER300 Funding Programme
Decision 2010/670/EU of the Commission, lays down criteria and measures for the selection and financing of commercial demonstration projects that aim at the environmentally safe capture and geological storage of CO 2in geological formations (CCS demonstration projects) as well as demonstration projects of innovative renewable energy technologies (RES demonstration projects), covering 300 million allowances from the reserves for new entrants in the EU ETS and the basic regulations on the pricing in currency of the allowances and the management of revenue.
During the 1st and 2nd phase of the NER300 European competition, 3 Cypriot RES demonstration projects were awarded, the basics of which are presented as follows:
ii. CY Green+ (Cyprus Electricity Authority) development of a smart grid of electricity transmission and distribution through the appropriate management of energy produced from renewable energy sources (20 MWe in the low voltage grid and 50 MWe in the Medium voltage grid) and the optimisation in distributed small and medium scale generators in mountainous areas, with solar thermal production-capital expenditure €40.7 cm, funding from NER300 €11.
iii. CY Helios Power (P.F.X.T. Thermosolar Renewables Ltd Company.) A 50 MWe Concentrated Solar Power Plant in the Ahera area - capital expenditure of €194.7 million, funding from NER300 € 46.6 million.
