Costas Hadjipanagiotou graduated from the Pancyprian Gymnasium in 1978 and after his military service he carried out his undergraduate studies in Applied Geology, specializing in Environmental Geology, at the University of Patras from where he graduated in 1985. Subsequently he received his Postgraduate Diploma in Industrial Waste Management from the Greek Productivity Center in 1988, in Environmental Impact Assessment from Aberystwyth University of Wales in 2000 and in Management and Public Administration from the Mediterranean Institute of Management in 2002. Later on, he obtained a Doctoral Diploma from the University of Patras on the subject "Study of geochemical processes in environments of solid waste disposal of mining activity and processes of formation of placer deposits in coastal environments associated with Ophiolite Troodos complex of Cyprus".

He participated in research programmes at the laboratory of Applied Geochemistry at the University of Patras between the years 1986-1989, and then worked as a Geologist Environmental Engineer at the company GEOEREVNA in Cyprus until the end of 1991.

Since 1998 he represents Cyprus in the network of Environmental Inspectors of the European Union (IMPEL Network).

He has been a member of the Cyprus Scientific and Technical Chamber (ETEK), the Association of Geologists and Mineralogists of Cyprus and the International Association of Impact Assessment (IAIA) since 2001, while he was also a founding member and President of the Cyprus Association of Environmental Scientists and Engineers. He has been a trainer on environmental assessment issues in Cyprus at the ETEK Training Center, the Cyprus Academy of Public Administration and the Regional Training Programme of the Technical Assistance and Information Exchange Office of the European Union.

He has published several scientific articles and is the author of the “Manual of the Procedure for the Preparation and Assessment of Environmental Projects - History and Evolution of the Institution in Cyprus”, (2003) ISBN 9963-8801-0-X.

He was recruited to the Environment Service in 1991 as an Environmental Officer, dealing with environmental assessments, waste management and pollution control.

Then he was sent to Brussels to the Permanent Representation of Cyprus to the European Union (EUMC) as a Diplomatic Attache and Environmental Consultant for 3 years (2007-2009). During his service in the Environment Service and later the Department of Environment, he served as the Head of various Sectors of the Department dealing with issues such as Waste Management, Pollution Control and Climate Change.

He was appointed by the Public Service Commission as Director of the Department of Environment on 3 March 2011, a position he holds to this day.
