The Explosive Substances legislation is distinguished in three basic parts:
1. The Explosive Substances Law and Regulations which regulate the trading and use of all explosive substances in the Republic, the trading with third countries and the trading of pyrotechnic articles with the Member States of the European Union.
2. The Essential Requirements Law and the Essential Requirements (Explosives for Civil Uses) Regulations harmonise the Republic legislation with the Directives 2014/28/EU, 2008/43/EC and 2012/4/EU as well as the Commission Decisions 2004/388/EC and 2010/347/EU.
The Essential Requirements (Pyrotechnic Articles) Regulations harmonise the Republic legislation with the Directives 2013/29/EU and 2014/58/EU. 3. The Convention on the Marking of Plastic Explosives for the purpose of Detection (Ratifying) Law. With this law the Republic adopted the Convention of Montreal of 1 March 1991.
