European Directive 2007/60/EC on the Assessment and Management of Flood Risks {Cyprus (Basic) Law on Evaluation, Management and Control of Flood Risk, N. 70(I)/2010 and Cyprus (Amendment) Law on Evaluation, Management and Control of Flood Risk, N. 153(I)/ 2012}


The purpose of the European Directive 2007/60/EC and the corresponding harmonizing Cyprus legislation is to establish a framework for the assessment and management of flood risks, aiming at the reduction of the adverse effects of flooding on people and the environment. Through long-term planning as well as through the promotion of the cooperation of all stakeholders the European and Cyprus legislation lays the foundation for better floods prevention, protection and mitigation measures and policies as well as for a higher level of preparedness for floods.

The legislation on floods dictates three main implementation stages:

Stage 1:a) Preliminary Flood Risk Assessment (PFRA) for the country
b) Identification of areas of Potential Significant Flood Risks (Flood Risk Areas) based on the PFRA.
Stage 2:Preparation of Flood Hazard Maps and Flood Risk Maps for the Flood Risk Areas
Stage 3:Design, through a process which allows for Public Consultation, and establishment of Flood Risk Management Plans (FRMP) which include Measures for the prevention and/or reducing the flood risk in the country.

The legislation on floods also dictates that the results of its three implementation stages be reviewed and accordingly updated, be made available to the public and submitted to the European Commission for review every 6 years.

The FRMP, the Programme of Measures of the FRMP and the reports of all FRMP supportive studies have been submitted to the European Commission through WISE (Water Information System for Europe)
