General Information
Part of the binding environmental acquis of the European Union is also Regulation (EC) No. 1221/2009, on the voluntary participation of organizations in a Community Ecological Management and Control System (EMAS). Competent Authority is the Department of Environment, which is responsible for promoting EMAS, as well as examining the applications of organizations for their registration in the relevant register.
What is EMAS
The Environmental Management and Control System (EMAS) is a voluntary tool of the European Union, designed for businesses and other organizations, which commits them to evaluate, manage and improve their environmental performance. This System offers a systematic approach to reducing the environmental impact that may arise from the activities of an organization and helps to meet the growing expectations of consumers for products and services with low environmental costs. Essentially EMAS was designed to help organizations and businesses enhance their competitiveness by improving their environmental performance.
Who can participate in EMAS and what are the benefits?
EMAS is open to all public and private sector organizations aiming to improve their environmental performance, and is applicable in all Member States of the European Union, as well as in the candidate countries. Registering an organization / business in the EMAS register allows organizations to demonstrate to all stakeholders and their customers that they are improving, managing and reducing their environmental aspects.
At the same time, the system helps organizations to fully comply with environmental legislation, reduce violations, and brings long-term economic benefits from more efficient and reduced use of resources. The EMAS logo can be used as a management or sales tool, and organizations can benefit from plans promoted by European Union governments for Green Procurement and market liberalization for green companies.To be registered in the EMAS register, an organization must follow the procedures set out in the Regulation and ensure that they are verified by an accredited environmental verifier who validates the organization's environmental statement. The application for registration in the EMAS register is submitted to the Department of Environment as the competent body in Cyprus.
What is the relationship of EMAS with other international standards?
EMAS is currently the most reliable and stable environmental management system on the market, which adds four more important pillars compared to the requirements of the international regulation ISO140001. In particular, continuous environmental improvement, compliance with environmental legislation, public information and staff involvement. However, the European Union recognizes that ISO14001, as an international standard, is part of EMAS, while the new relevant European Regulation allows organizations currently implementing other environmental management systems to turn to EMAS as easily as possible,while taking into account EMAS interfaces with other environmental management systems.
What legislation governs EMAS?
EMAS is implemented through the Regulation of the European Union, 1221/2009 / EC, for the Voluntary Participation of Organizations in a Community System of Ecological Management and Ecological Control. It is an attractive system that is now being recognized as a benchmark for environmental management systems.
The purpose of EMAS is to promote the continuous improvement of the environmental performance of organizations / companies through the establishment and implementation of environmental management systems, the systematic, objective and periodic evaluation of the system performance and the environmental impact of the organization / business as appropriate. the environmental performance of the organizations, the open dialogue with the public and stakeholders as well as the training and participation of the employees of the organization / company.
Competent body for the registration of organizations and companies in the EMAS register, as well as for the procedures of suspension or deletion of the registration of organizations, according to the provisions of the Regulation, in Cyprus, is the Department of Environment. Regulation 1221/2009 / EC has been harmonized with the National Legislation, with Law 10 (I) / 2012. The accreditation body is the Cyprus Quality Promotion Organization.
