Solid Waste Management

Projects of Programming Period 2014-2020

1.General
-The management of Solid Waste is a necessity and a priority at the same time for Cyprus, both to ensure and protect the environment and public health and to adopt the relevant directives on the environmental policy of the European Union (EU) in this domain.
-Inter alia, the construction of necessary infrastructure works was promoted in order to implement the Strategy, regarding the construction of a network of Greek Spots throughout Cyprus.
-The Green Spot (GS) is a fenced area including an entry gate and a management building, which will house the person in charge of recording the quantities and kinds/ currents of waste that shall enter it. The management building is equipped with air-conditioning, fire extinguishers as well as sanitary facilities.
-There shall be a metal shade inside the GS where electronic/ electrical appliances and possibly other waste which require protection, shall be placed. In the centre of the spot, a skip will be placed bearing the appropriate labelling, depending on the nature of the waste to be collected in it. At the end of the spot there is a square surrounded by a wall and greens/ pruning will be placed there. It is stressed that the indoor access route to the GS is concrete paved and bears the appropriate horizontal and vertical sings.
2.Design/Study of Green Points (GP)
-In Green Points (GP), waste shall be collected which cannot be mixed with domestic waste. The construction of the GP aims to collect and recycle special streams of materials, which the Integrated Installations for the Management of Municipal Solid Waste Plants (IMSWP) will not accept and which citizens are used to either place them in the garbage bins together with other domestic waste, or illegally dump them in the countryside. The GP will be used, under restrictions by the Local Authorities and in no case will be replaced methods which were implemented by Local Authorities so far.
-The materials which shall be collected in GP are the followings: cleaning materials, colours, thermometers, medicins, lamps, batteries, plastic boxes, metals (scrap, a/c) toys, furniture, matrices, packaging materials, green, paper, glass, plastics, aluminium, fabrics (clothes), carpets, do it yourself (DIY) materials, reused tiles, sanitary types, wood, residues. The said points have been indicated in accordance with the population to be served by them, the distance of the residents from the point, as well as the time that citizens will need to transport the waste from their houses to the point.
3.Construction of Green Points (GP)
-The contracts related to construction of GP throughout Cyprus have been executed. They have been constructed overall twenty two (22) GP throughout Cyprus, allocated as follows:
- four (4) in Paphos District.
- six (6) in Larnaca/Famagusta District.
- eight (8) in Nicosia District.
- four (4) in Limassol District.

During their operation, the four (4) mobile GP that shall serve remote and mountain areas of each District, shall also be used.

The project "Development of Green Points Network in Cyprus", of total budget of €5.931.142,78, co-funded by the Cohesion Fund of European Union during the Programming Period 2007-2013. This project has been implemented within the specific objective "Contribution to Cyprus Harmonization with EU Acquis in the field of Solid Waste Management (SWM)" of Priority Axis "Basic Infrastructure in the field of Environment" in Operational Program "Sustainable Development and Competitiveness". This project concerned the Design and Build of Green Points of Nicosia, Paphos and Larnaca-Ammochostos Districts.

The project "Development of Green Points Network in Limassol District and a GP in community of Alambra (Nicosia)", of total budget of €2.073.518,35, co-funded by the Cohesion Fund of European Union during the Programming Period 2014-2020. This project has been implemented within the specific objective "Increase in the Recycling Rate and Waste Generation Prevention" within the framework of Priority Axis "Management of Solid Waste Management (SWM) and Water Resources" in Operational Program "Competitiveness and Sustainable Development".

It is noted that, the Water Development Department (WDD) took over the completion of the contract related to the construction of GP in Limassol District and in community of Alambra. In regards to this, GP have been constructed in the communities of Parekklissia, Fasoula, Kolossi and Avdimou. It has been also began their operation since last September 2018. The management and operation of GP has been assigned to Council for the Exploitation or/and Utilisation of Solid Domestic Waste, according to Council Law [N.85 (I)/2005].

However, the possibility of condensation of GP, not only in Limassol District, but throughout Cyprus is a matter that is being handled by the Department of Environment.
